McDowell Tech to Launch New Student Success Program through NC Community College’s Boost Initiative

The program is being launched with a landmark $35.6 million grant from Arnold Ventures, marking the largest private investment ever received by the North Carolina Community College System (NCCCS). Arnold Ventures is a national philanthropy focused on supporting evidence-based solutions to America’s most pressing social challenges. With a focus on systemic change, the organization works to improve lives, strengthen communities, and expand economic opportunity across areas such as education, criminal justice, health, infrastructure, and public finance.
“McDowell Tech is thrilled to bring the Boost program to our campus and our community,” said Dr. J.W. Kelley, President of MTCC. “This is not just about faster degrees—it’s about removing barriers, providing targeted support, and helping our students build a better future for themselves and their families. We believe this initiative will be a game-changer for our students and for workforce development in McDowell County and beyond.”
McDowell Tech will launch the Boost program during the second phase of its statewide rollout, with the first cohort of students set to begin in the fall of 2026. Locally, Jessi Huskins and Wesley Kaylor will lead and direct the program, which focuses on preparing students for careers in sectors identified as critical to North Carolina’s economic future. Huskins is a faculty member in Health Information Technology at the college, and Kaylor is the college’s Assistant Registrar.
“Boost is about meeting students where they are and giving them what they need to succeed,” said Valerie Dobson, Vice President of Academics and Student Services and Chief Academic Officer at MTCC. “Whether it’s dedicated advising, financial support, or course planning that keeps students on track, this program is designed to remove friction and help students get where they’re going—faster and more confidently.”
By offering a structured pathway with wraparound support, the Boost program will help students at McDowell Tech reduce both the time and cost associated with earning a degree, while increasing overall completion rates. Participating colleges are expected to track and report results, providing transparency and insights that could lead to broader implementation across the state.
“As we launch Boost at McDowell Tech, we’re focused on outcomes—higher graduation rates, reduced time to completion, and real career opportunities for our students,” added Dr. Kelley. “This is a powerful investment in our college and our region, and we’re committed to ensuring it delivers lasting impact.”
